Nobody opens Facebook or Instagram to buy something, so a campaign here has to earn attention rather than capture it. That makes the creative the real targeting mechanism, and it makes the lead form the place where most budgets quietly go wrong.

On Meta nobody is looking for you, so the creative does the targeting. A well-shot video of one specific thing will find the people interested in that thing more reliably than any audience setting, which is why the production matters more here than the campaign structure. The trap is instant forms: they produce a lot of leads cheaply and a meaningful share of them are not real prospects. A cheap cost per lead on a Meta report can be a very expensive cost per meeting once the calls are made, and I would rather show you the second number.

How this works in practice
The low-cost lead is the expensive one
Instant forms are the most common thing wrong with Meta accounts in this market. They produce leads at a cost per lead that looks excellent on the report and a meaningful share of them are not real prospects: somebody tapped twice between two videos and the form filled itself from their profile without being read.
The report says AED 12 a lead. The sales team says half the numbers do not answer and a third were never interested. Both are true, and only one of them is in the dashboard. The number to hold the account to is cost per qualified conversation, which usually makes a slightly more expensive lead the cheaper one.
Friction in the right place
The fix is not a longer form, which lowers volume without raising quality. It is one question an idle tapper will not bother to answer and a genuine buyer will: a budget band, a timeframe, which development. One well-chosen question removes most of the accidental submissions and keeps almost all of the real ones.
Then speed. A Meta lead decays in minutes, not days, because the person was not looking for you and will have moved on by the afternoon. If the follow-up is a call the next working day, the form quality barely matters.
Creative is the targeting
Audience settings matter far less here than on search, because the algorithm finds the people who respond to the creative faster than any targeting you can specify. A video of one specific unit will find the people interested in that kind of unit. A generic brand film will find nobody in particular.
Which means production is most of the work, and it is where most property campaigns in Dubai underinvest. Renders cut for a brochure perform badly in a vertical feed against video shot for it. Several rough cuts tested quickly beats one polished film, and the winner is regularly the one that looked worst in the edit.
Tracking that survives the browser
Browser-based pixel tracking loses a meaningful share of conversions to ad blockers, privacy settings and iOS, and it loses them silently. The account optimises towards the conversions it can still see, which is a biased sample of the real ones.
Server-side tracking through the Conversions API closes most of that gap, and feeding the qualified status back changes what the platform looks for. Tell Meta success is a form fill and it finds people who fill forms. Tell it success is a qualified enquiry and the targeting shifts underneath you.

- Because instant forms are designed to be easy, and easy produces volume rather than intent. Somebody taps twice between two videos and the form auto-fills from their profile without them reading it. The fix is friction in the right place: one qualifying question the idle tapper will not bother with, and a follow-up call within minutes rather than the next working day.
- Facebook or Instagram?
- Both, from one campaign, with the placements decided by where the results actually come from rather than by assumption. In the UAE the split varies enormously by product and by audience age, and it is cheap to find out and expensive to guess.
- Do you make the creative or do I supply it?
- I make it, and that is usually the deciding factor. A campaign is mostly creative here, and repurposed brochure images perform badly against video made for the feed. If you have a brand team producing assets, I will work to them and say honestly when the creative is the thing holding the account back.
- How much should I budget?
- Enough to get out of the learning phase on each campaign, which is the real floor rather than any minimum Meta publishes. Spreading a small budget across five audiences keeps all five learning and none converting. Fewer campaigns with more behind each is almost always the better call at the start.
- Is it worth it for property?
- For awareness and for launches, yes, and the cost per lead will look excellent next to Google. For qualified buyers it needs the tracking and the qualification in place first, or you end up paying for volume that your sales team then has to filter by hand. - Can you fix an account someone else is running?
- Usually, and the audit comes first: what is actually being tracked, what the form asks, and where the spend is going. That is a four-hour session at AED 3,500 with written recommendations you can hand to whoever runs it. Often the answer is a form question and a tracking fix rather than a new agency.
- What about WhatsApp ads?
- Click-to-WhatsApp converts well in this market and is worth testing against lead forms, because the conversation starts in the channel people actually reply in. It needs the WhatsApp Business API connected to your CRM or the conversation stays on somebody's personal phone and leaves with them.
- Why do you call it Facebook when it is Meta?
- Because that is what people in Dubai type. "Meta ads dubai" has no measurable search volume; "facebook ads dubai" has ninety searches a month. The company renamed itself in 2021 and the searches did not follow. Naming the page after the brand rather than the search would cost real visitors.
