The question is usually asked as though the platforms were interchangeable and one of them is simply better. They are not interchangeable. They answer different situations, and the situation you are in decides the answer in about a minute.

Are people already searching for what you sell?

If yes, start with Google. Somebody typing "freelance web developer dubai" has already decided they want one and is choosing between options. That is the cheapest intent you will ever buy, even at a high cost per click, because the person is further down the path than anyone you interrupt on a feed.

If no, Google has nothing to show your ad against. A new category, a product people do not know exists, or a service nobody wakes up wanting needs demand created rather than captured, and that is Meta or TikTok.

Google in the UAE

Expensive and worth it where intent exists. Commercial terms here run well above international cost per click, because the audience is small and the margins in property, legal and financial services are large enough to sustain the bidding.

The mistake that wastes the most money is broad match with automated bidding on a new account with no conversion data. Google optimises towards whatever you tell it is a conversion, and if that is a page view it will find you thousands of page views. Meta in the UAE

The workhorse for most businesses here, and the platform where creative matters more than targeting. Meta's targeting has become blunter over the years and its delivery has become cleverer, which means the lever you actually control is what the ad says and shows.

Expect creative fatigue faster than you think. A UAE audience is small enough that frequency climbs quickly, and an ad that worked for three weeks will stop. Budget for new creative monthly rather than treating it as a one-off production cost.

TikTok in the UAE

Cheap reach and a real audience, and the hardest of the three to use well. The format punishes anything that looks like an advertisement, so repurposing a Meta creative is usually worse than not running at all.

It works for products with a visual hook and an impulse price point. It works badly for a considered purchase where somebody needs to trust a supplier before spending, which is most professional services. If you sell something that takes three conversations to close, TikTok is a brand channel rather than a lead channel.

Snapchat, which gets forgotten

Unusually strong in this region compared with most markets, with a younger and genuinely local audience. Cost per click is often the lowest of the four. Worth testing for consumer products and events; rarely the right first channel for a business selling to other businesses.

LinkedIn, which is expensive for a reason

The most expensive clicks by a distance, and the only platform where you can target by job title and company size reliably. That trade is worth it when a single customer is worth a great deal and the decision maker is identifiable. It is terrible value for anything consumer.

A practical order

  1. Set up tracking and define a conversion as a real enquiry, before any spend.
  2. If people search for what you sell, start on Google with narrow, exact-match terms and a landing page built for them.
  3. If they do not, start on Meta with three genuinely different creative angles rather than three sizes of the same one.
  4. Give it four to six weeks and enough budget to leave the learning phase.
  5. Add a second channel only when the first has a cost per enquiry you would be happy to double.
